Plan to take away vandals' tools

Aiming to fight the spread of unsightly graffiti, some councils in New Zealand are setting inno vati ve by-laws to try to make it harder for offenders to get hold of their 'tools of trade' — marker pens and spray cans. During its research into the problem, the Waitakere City Council found that the link between graffiti and shop thefts of spray paint cans and felt tipped pens "stood out like a sore thumb". They looked at a by-law that would insist that retailers display spray paint cans in locked cabinets. But retailers groups were against the move, claiming the sale of spray paint cans was "very much an impulse buy and the concern was that having to display them behind a locked cabinet would decimate the market". Instead the council moved to work with retailers to promote the responsible retailing of spray cans, aiming to stop selling them to minors and taking measures to stop thefts. This prog&mme was launched in November 1995 and many councils around the country are watching to see how successful it proves.
