Plan ahead

• In reading the Ruapehu District Council's annual plan, I thought the reduction in monies invested in waste minimisation studies a careless lack of foresight. Are not using rubbish disposal costs an incentive to look to future economy in an expenditure that can only increase? Communities have successfully established organic waste composting systems that actually generate income. (See National Geographic issues July 1994 and April 1983). Looks like We need some of that famous "Kiwi ingenuity".
