Council contract letting now step away from RCL

Awarding contracts will no longer be part of the Ruapehu District Council' s chief executive officer's duties. The council accepted a review of the contracts policy presented by the CEO, Cliff Houston, which sees a tenders group formed "with the expertise and background to impartially evaluate contractual arrangements". The group will consist of the deputy chief executive, the chief engineer and the finance manager of the council or their nominees. In his report Mr Houston said a separation "would be desirable in view of the Chief Execu-

tive's other role as a Director of Ruapehu Construction Limited (RCL)". RCL, a council-owned company, is a regular bidder for council contracts. "By removing myself from the process it abso- / lutely cements the point that I can not influence th^ tenders process.". It was important for the integrity of the process, he said. Mayor Garrick Workman later told the Bulletin that the three people who now make up the tenders group do not have any role in the operations of RCL.
