The gates to the dumps will in future be locked between 5.30pm and 7.30am, except for daylight saving times when access will be closed from 7.00pm and 7.30am. On the question of winter visitors dumping rubbish, and using street bins for household rubbish, area engineer Don Sattler said the council had considered providing holding pens in town, but they ran into difficulties with the Resource Management Act. "And people want them but they don't want them next to their house," said Mr Sattler.
