Mayor Garrick Workman replies:
I will endeavour to provide the plain simple explanation you require. No "fancy" figures or words just the facts. The costs of the Rangataua sewage scheme are funded in two parts. The first part deals with the annual operating costs of the scheme and is funded by all of the rateable properties connected to or, in Council* s opinion, capable of be-
ing connected to the scheme. The second group of costs relate to the annual cost of servicing the debt raised by Council to fund part of the construction of the scheme and which is serviced annually by those ratepayers who did not make a one-off lump sum contribution at that time. The estimated operating costs of the Rangataua sewage scheme for the 1994/95 financial year are as follows (all figures inclusive GST): Costof sewage treatment $4500; Cost of maintaining the sewage reticulation system $6525; Cost of preparing a strategic development plan for the scheme $9900; Activity overheads $5963; Recovery of 92/93 over expenditure $2912. This makes a total of $29,800 That cost is shared on a per pan basis. The total number of pans is 1 62 making a total per unit charge of $184. The estimated debt servicing costs for the 1994/95 financial year are: Debt servicing $14063 which is shared on a per pan basis. The total number of pans is 72 making a total per unit charge of $193.
