Message from the mayor

As another eventful year draws to a close it is my pleasure to extend Christmas greetings to the residents of the Waimarino and Waiouru Wards of the Ruapehu District. Yes, another eventful year, brought about in many ways by the many changes forced on local authorities and the districts they administer, by Government restructuring. Since its inception four years ago our council has confronted, head on, the challenges resulting from this restructuring process not the least of which was the amalgamation itself. When one considers the size and make-up of the district and the views of its residents who were both sceptical of and unenthusiastic about amalgamation, I be-

lieve the council has done well under difficult circumstances. To compound the problem there have been financial problems to resolve whilst ensuring standards of service are maintained and services improved where necessary. This has required real commitment from and a good deal of hard work by the staff and elected representatives alike. For this, I thank them all sincerely. Their efforts are greatly appreciated. We are reminded from time to time as a local authority that we should 'stick' basicallyto the three R's (rates, roads and rubbish). In this complex day and age our council like many others, finds itself duty bound to address social issues e.g. health, unemployment, crime, on behalf of the residents represents. In the new year, provided the council and our communities agree, I intend pursuing the option of establishinga 'SaferCommunity Council' in an effort to assist the police prevent and reduce the level of crime in the district. I have no doubt the bottle over health services will continue given the financial position of the Waikato and Wanganui Crown Health Enterprises. These issues combined with the implementation of a new district scheme, the development of a waste-

management strategy, and a round of public meetings I intend convening regarding an upgrade of our reading network will ensure there is no shortage of work in the New Year either. Council life will continue to be challenging and demanding although the pace of change may now diminish and we may find ourselves able to enjoy a period of stability and consolidation which in itself will be a new experience for us. On that note I wish you all the best for the festive season. Have a" Merry Christmas and a Happy New Year.
