RCL takes on services
Ruapehu District Council's company has been granted, in principle, contracts for services and reserves work to last six years. The council accepted the recommendation of its officers to grant the contracts to Ruapehu Construction Limited (RCL) at their meeting last Friday. "It was considered (by the council) preferable for all services and reserves contracts to be part of RCL's responsibilities," stated Technical Services
Director Bruce Dobson in his report on the matter. "The reason for this is that if the Council was to continue to have these works carried out by its own staff in a Business Unit (as laid down by the new local government laws) if would mean some of the staff would have to be retained by the district council," he said. "This would reduce the operational efficiericy of both RCL and the Operations Business Unit." Council chief executive Cliff Houston said the
move would see staff kept together, providing "maximum synergy" from the operations staff. There would be one workforce pool of staff to draw on. The move would also avoid the duplication of management staff. The contracts were to be for six years, to spread setting up and overhead costs, thus saving the council more money.
