Mr Carlin said in his letter that right of access was guaranteed and that the real issue is "the mode of access". Hunters have objected to no longer being allowed to take horses or motorcycles on the road, since the road became part of DoC's estate. "The overall intent of the exercise was to improve access," said Mr Carlin. The council and Waimarino Community Board are to form a working party to negotiate with DoC to try to resolve the issues in contention "rather than relying on formal statutory procedures".
