And Full Council recommended to its General Manager, saying" it contains that which is an aid to plant growth and it is very strong". And the General Manager went to the Mayor saying "it promotes growth and is exceedingly powerful". And the Mayor claimed to his Citizens saying "this powerful new plan will actively promote growth". And the citizens looked on the plan and saw it was good. And in the fullness of time, the plan became Policy! M.J.
