deemed to have been completed in November," concluded Mr Parata. Mr Sattler told the council Waimarino Draglines had earlier been warned that the scheme had not been released from the contract and that he believed the penalty was
justified. He said a number of manholes had recently bee^ tested and were not adequate. Mr Sattler said he sympathized with Mr Parata at reading of the matter in the Bulletin before he could inform him of the committee's recommendation.
