RUSSIANS VETO NEW ELEVATOR
NEW YOKK The elevators in the Russian Gon;ulate here have presented a puzzling egal dilemma to the owner of the milding, Mrs. Ruth B. Pratt, Presilent of the National Women's Repub'ican Club and foimer C'ongressvoman. Mrs. Pratt has been ordered by Municipal Court Magistrate Edward Thompson to appear in court to exolain why she has not affected elerator alterations ordered hy city ifficials. A lawyer for Mrs. Pratt told newsnen, however, that the Russian tenxnts, who. are responsi'ble for the ele^ator changes under terms of the huilding lease, have done nothing md have refused to permit ~Mrs. Pratt to make them. Moreover, the awyer added, Russian diplomatic im■nunity has prevented Mrs. Pratt "rom taking* legal action to force the ilterations. The counsel added that she had been •rying to put the elevators into proper -.ondition for two years. Counsel for .he consulate declined comment.
