LONDON, Feb 4. Writing in the Sunday Times, "Scrutator" says that a weak i;oint in the unique construction of the British Commonwealth is 1 he fact that, although the Dominions have twice fought beside the United Kingdom in great wars, Jthey do not cooperate correspondingly in diplomacy and during peace. "There is often mutual support," the commentator proceeds, "but it is haphazard, and already, since the late war, divergences have caused embarrassment. "Although consultation takes place hetween the British Government and ihe Dominions there is too little contact between the Dominions themselves, and Imperial conferences, which afforded a useful opportunity for surveying Dominion poliey as a whole. are no longer held. "In the circumstances it is worth considering whether the old presumption that all the Dominions should have exactly the same relation to Great Britain should he continued. If it is, the Dominions will remain like a fleet, whose soeed cannot exceed that of the slowest ship. The slowest ship in this case is j Canada, where Freneh - Canadian j voters have eflfectively prevented the Canadian Government from taking any step toward closer Imperial co-operation. There is no reason j why the Canadian situation should trovern the action of the other Dominions, which, lackir^g Canada's peculiar geographical security, are more alive than she to the dangers of the post-war world."
