Germans Discouraged And Resentful LONDON, January 18. The Times' special correspondent, who is with Mr. J. B. Hyndy Minister in charge of the oceupation, on a visit to the British zone in 'Germany, says in a message from Hanover that British popularity in Germany has probably touched its nadir. The decline from its standing at ' the time of the capitulation and in the rnonths immediately after it, is as marked as it is disquieting. The reasons are various, but low rations are a predominant factor, and the promise of an increase of 1800 calories for the second half of the year has done little to raise the people's spirits or "to appease their resentfulness...
