Security Council Debate NEW YORK, Jan. 10. Mr. Makin, at the United Nations. Security Council debate on general disarmament. putting the Australian view, said that the Russian plan did not exclude the Anierican plan for the control of atomic energy. M. Gromylco, the Soviet delegate, strongly opposed the Anierican proposal to settle atomic control. The French delegate proposed a compromise. He saw no reason wliy the council should not set up a Disarmament Commission at once to work on similar lines to the Atomic Energy Commission. The British delegate gave this prcposal general support and suggested that the Disarmament Commission should be confined to civilians.
