HOUSES BEFORE GAOLS IS STATE POLICY
WELLINGTON, last night. "Housing before gaols," is the policy which will postpone all building plans of the Prison Department this year.* The Controller-General of Prisons, Mr. B. L. S. Dallard, said that the department had certain building plans which it would like to put into orperation, but thc need for houses was far more urgent than that for prison buildings, which have been postponed. The postponement of the plans v/ould not in any. way inverfere with the health or wellbeing of the prisoners.
