' WASHINGTON, Jan. 7. President Truman has called on his special envoy to China, General George Marshall, to return to the United States. General Marshall went to China ' to bring about an understanding between the Central Government and the Communists. Mr. Truman's secretary, Mr. Ross, has declined to state whether General Marshall wculd return to China.
