Zones Threatened With. Industrial Paralysis LONDON, Jan. 6. A cold wave sweeping Europe has caused a coal crisis, practically paralysing industry and transport in. Austria and many parts of Germany. Reuter's Vienna correspondent reports the situation as catastrophic, with temperatures reaching • 36 degrees of frost. All Vienna factories are closed except the most essential. Many workers, already undernourished, have unheated and un-weather-proofed houses. The paralysis threatens the American zone. Threequarters of the industries in Bavaria and half of those in Greater Hesse are already closed. Freezing waterways, including .the Rhine, have stopped hydro-electric stations and coal-earrying barges.
