I). A. Ohere-. The memorandum, which puts forv. ard a- programme for full production by Australian indusry, was re- . cntly submitted to the Prime Min-i.-ter, Mr. Chifley. It declares that full production is a prerequisite to inT.strial peace. Without a rising•jutput by the nation's workers real -tandards cannot he raised. A call is made for the abandonment of all the theory of class warfare * and the memorandum asserts that Government intervention in industry, except to the minimem extent necessary in normal times, is a threat to industrial peace. The proposals include an early cut in taxation, severe penalties for hrcaches of industrial law, compulsory secret hallots hefore strikes, sMteuine up of arhitration machinery, incentive payments in industry where practicahle, work tuition classes in factories, regular discussions between cmployers, and outlawry of sectonal strikes and unauthorised stoppages.
