REMAINS UNCERTAIN' COMMUNISTS COMMEND VIET NAM PARTY

SAIGON, Dec. 28. French News Agency messages from Indo-China say that the situation remains uncertain. The French Commander-in-Chief in Indo-China has arrived in Saigon from France for an inf;;ection. The French say that their troops have gained ground at various points but have been meeting stiffer resistance in Hanoi. French Communists, demanding "confident co-operation with the Viet Lam Republic," issued a statement criticising the "violent provocative campaigns by reactionary elements against the Viet Nam Government." The Associated Press Paris correspondent, quoting Saigon reports to Paris, says a group of Viet Nam oiganisations petitioned the French Minister of Colo-nies, M. Moutet, demanding the recall of the High Com-
missioner, Admiral D'Argenlieu, who ii' retained would be a source of provocation to the Viet Nam Republicans. They demanded that the French should negotiate with the Viet Nam and appoint a mixed commission to conduct a referendum on i uture territory. Reuter's Paris correspondent •'uotes a spokesman of the Viet Nam • lelegation in Paris as saying that ihe Tiostilities in Indo-China. had reulted in ending the iighting rivalries between opposing groups of Viet Nam natio-nalists — the Viet Nain, the Ibui Dong, and the Dong Minh Hoy. These. groups had been clashing near thc Chinese frontier. The spokesman was unable to confirm reports that the parties had begun negotiations for a united politieal front. The correspondent reports that M. Moutet, who went on a peace mission to Indo-China; said in a speech in Saigon that it was no longer possible to reach free agreement with the Viet Nam Republican Government. M. Moutet added that free accord was impossible after the Viet Nam outrages. The Commander-in-Chief " of the Indonesian Republican Army, broadcasting from Java, has declared that tho agreement with the Netherlands ha?, by no means stopped the struggle i'or independence.
