GENEVA, Dec. 14. A member of the ' Jewish Agen'cy lCongress attending the World Zionist Congress at Basle said that he thought the time had come for many talks on Palestine. The aim of the* Jewish State throughout Palestine could not be realised imm[ediately, even if the Jews were given the whole conntry, as they would not be able to defend it. They must first get a million or more Jews into the# country to ■lay a solid foundation for a Jewish State. In speaking for the New Settlers' par'ty of Palestine, Dr. Felix Rosenblueth deelared that the Jewish people had to' rely on attachment to Britain. He argued that the Middle East was a British sphere of influenee and that the jewish people had to rely on Britain for proteetion. The possibility , of understanding with the Arabs was as yet r'emote. His group favoured free immigratiQn, pditical autonomy and ArabJewish co-operation, and supported the Haganah hut opposed violence, He advocated renjuufciation of activism, which had yielded nothing hut- measures of repression. He urged eoncentration on negotiations. It is stated that there are more than a q'uarter of a million homeless Jews in I'taly and in the British and American zones in Germany. British proposals to have the displaeed Jews" working in industry in Germany are being discussed on- the highest level.
