Rec. Dec. 28, 7 p.m. London, Dec. 28. The Daily Mail Paris correspont'cnt says that the discussion on Germany's demands for armaments occupied a f our-and-a-half hours* meeting of Cahinet. The majority of the Ministers were gravely perturhed, but decided that negotiations must be strictly limited to embassies. JI. Chautemps subsequently stated tliat France was prepared, as always, to malce positive proposals for disarmament which would prove her derire for peace. It is imderstood that JI. Boncour's dispatch to M. Poncet emphasises the opinion that (1) Gerjnany's asking for armaments is out of place at a disarmament conference; (2) that she has already taken steps to make many of the proposals actual facts; (3) that France refuses to enter into negotiations -which are jiot shared by the powers concerned. M. Hyamns conferred with M. Boncuv and they agreed on the necessity for Franco-Belgian unity on foreign policy and disarmament.
