OFFICIAL FIGURES CONVEY WRONG IMPRESSION OF POSITION UNPLEASANT FACTS

London, Dec. 20. Addressing the Royal Statistical Society, Mr. John Ainsworth Dale, Assistant Secretary to the Ministry of Lahour, pointed out there was a popular misunderstanding, by which it was supposed, that 2,250,000 are permanently out of work, and that this was surplus to th© needs of industry. The number of persons unemployed in'the course of the year was really 6,000,000, of whom the "hard core" of persons who were unemployed for eight or nine months out of last year numbered at most 1,000,000, the remaining 5,000,000 being less unfortunate and a certain proportion suffering little. Among the million was a preponderance of older and unskilled men, and many whom through prolon^ed unemployment were re'ndered uiifit for work without considerable lielp. The facts left little doubt that if a large scheine of public works were undertaken as a remedial measure only a small number of unemployed could and would work on it.
