INTENSE COLD AND HEAVY GALES EXPERIENCED Rugby, Dec. 14. The gale abated during the night but inereased later. Heavy seas are again running in the North Sea and OBnglish Channel. The cross-channel services are again curtailed. Boats ran from Folkstone, but not from Dover. In London the weather is several degrees colder, arid aithough the sun shone from a cloudless sky the temperature rem>ained helow freezing point. Skating is proceeding, many of the smaller rivers are frozen. The unusual absence' of rain has reduced the water in the streams several of which are covered with ice for the first time for many years.
