MANCHUKUO AND SOVIET STILL QUARREL OVER RAILWAY

Shanghai, Dec. 11. The Manchukuo-Soviet relations have received another jolt as the result of an alleged disturbance of business on the railway. Manchukuo officials allege that M. Rudy, the Soviet president of the railway, issued a secret order instructing Russian employees to disobey Manchukuo officials' orders, and their instructions have been repeatedly ignored during the last few weeks. A Soviet protest is hourly expected.
