-By Telegraph — Copyright).
(Rec. 11 p.m.) London, Dec. 12. There is some criticism of the speech made by Mr. Arthur Henderson, chairman of the recent Disarmament Conference, at Mr. Avenol's private meeting of members of the Commons. According to members present, Mr. Henderson spoke with vigour and even passion about the difficulties that he had had to face with regard to the Disarmament Conference. He appeared critical of France sayirig that she had had seven governments in the 21 months of the period of the conference. He stressed the fact that Germany, although promised equality, was being deprived of opportunities for the redress of her grievances. Germany had been held in subjection by the victorious^ powers for 15 years with the result that German anger had become an irresistible force., , S'omejnembers of the Commons regarded the speech as anti-French and indiscreet.
