The Daily Herald gives piiominence to a report that France is building secret submarine and air bases in the Pacific because she is afraid of Japan's mystery moves in that ocean. Triavellers reaching Australia report that provision has been made for submarines and seaplanes in New Caledonia. The Herald's Paris correspondent says that he inquired from French official sources and was told that the matter could not b.e diseussed.
