DANGER OF COLLAPSE
AGGRAVATED DIFFICULTIES Rugby, Nov. 22. The Newfoundland Legislature when it re-assembles on Monday, will consider the proposals made to preyent the danger of a financial collapse. As the constitutional position, defined by the Statute of Wlestminster, explicitly disclaims any authority on the part of the Parliament of the United Kingdom to pass laws applying to any Dominion except at its own request and with its own consent, the scheme advocated by the Commission can only be put into effect on the initiative of the Newfoundland Governnient. The Times says the world depression and the fall in the price of the island's products have aggravated the difficulties, but they have no.t been th'e primary cause. Wihat is now needed is not merely financial aid, but financial aid accompanied by the introduction of an administrative system able in the first plaee to relieve ithe immediate necessity of the people and then to plan and carry through a programme of economic reconstruction. This taslc would be impossible if the Government of the island were to remain exposed to political and party influences.
