NOT SATISFIED WITH THE RESERVE BANK BILL AMENDMENT IMPOSSIBLE

Wellington, Tuesday. The agitation by the group of Coalition members known as the "study circle" for further amendments to the Reserve Bank of New Zealand Bill to provide for the placing .of the appointments of the governors and deputy-governors of the bank in the hands of the Government resulted in a further meeting tonight. It is stated that they sought from the Minister of Finance an explanation why the Bill was allowed to pass the Upper House without the amendments which they declared he had given an undertaking to introduce, viz., that the final selection in the event of dispute was to be left in the hands of the State. It is understood that the Minister, when he came to examine possible amendments to the clause to give effect to the group's wishes, found that it would be foreign to the constitution to give the Governor-General-in-Council certain powers in consultation with the bank's directorate. The Bill came before the Legislative Council at 11 a.m. and was read a third time and passed by 1 p.m.
