SEEN OVER BALTIMORE

DUMPING BALLAST .(Rec. 7.50 p.m.) Chicago, Nov. 20, About 5 o'clock the balloon was seen near Baltimore, Maryland. It is estimated that tbe altitude was 15,000 feet. It was moving eastward rapidly. Commander Settle reported that he was valying gas and dumping stores and batteries in order to lose altit- : ude. He then estimated tbe speed at 44 miles an hour. Commander Settle declared that he was busy with the instruments and expected interesting scientific findings as a result of the trip. Commander Settle's altitude is above tbat of Professor Piceard, but is about a mile less than tbat claimed by the Russian balloonist on September 30.
