London, November 16 The foreign exchange market was ex:eited when the dollar plunged to a new low level record. Uncertainty exists on the Stock Exchange owing to the f ear that France may de-value the franc. Coal miners also f ear American competition in European markets. The Parisan trade is not affected. No alarm is felt so long as sterling is kept stable f-or wbicb reqson the British Exchange Equalisation Fund is keenly welcomed.
