SOVIET REPORTED TO BE MASSING MANY TROOPS FEVERISH PREPARATIONS

SHanghai, Nov. 15. Just what all the feverish military preparation by the Manchukuo and Soviet Governments portends is still a matter of the gravest conjecture in this part of the world, particularly since the situation along' the frontiers is steadily becoming worse with the repeated assertions of minor incidents which are prompting the exchange of bitter recriminations in both countries. Foreign trans-Siberian travellers reaching here assert that Russia is making vast military preparations throughout the entire country. One British traveller stated that train loads of military stores were seen along the route. From the Ural Mountafns~to Chita the stations are loaded with military trucks, tanks, tractors, guns, and aeroplanes. The journey was interrupted by repeated delays of several hours, while troop trains were given the right of way. From Baikal to Chita large barracks are under construction while at several places large numbers of aeroplanes are seen in the open fields, where hangers are under construction. Everywhere it is evidept the Soviet is preparing militarily to meet any sudden development arising from the Japanese-Manchukuo attitude.
