Rec. 7.10 p.m. London, Nov. 16. It is understood that Cabinet at a meeting in the Commons to-night eonsidered the disarmament problem with the object of ending the present dead-4 lock. It is officially recognised that the present position with Germany outside the Disarmament can not be allowed to contipue.
