Geneva messages say that the Council will probably appoint a Governing Board to direct the Jewish work this week, but that the appointment of a high commissioner de■pends ujjon tHe discovery of a suitable candidate willing to accept. Lord Cecil's name is mentioned. The German delegate, Herr von Keller refrained from voting on the resolution that the Council should instruct the high commissioner to direct the Jewish refugee work, but this did not prevent the adoption 'of the resolution. The work, therefore, will proceed. The German delegate voted against a section of the Minority Commiittee's resolution advocating favourable treatment for Jews. The remainder of the resolution, which was adopted, merely involved a pious hope for the treatment of minorities with moderate de'cency.
