SOVIET AND MANCHURIA SQUABBLING OVER RAILWAY SERIOUS' TROUBLE BREWING

The Times Riga correspondent s^iys that it is reported in Moscow that the Manchurian authorities are systematieally seizing the Chinese Eastern Railway using peculiar but effective methods. They are arresting Russ.ians in key positions on vague eharges or upon no .charges at all, enabling a Manchurian assistant to slip into his place. The ' Manchurian then refuses to agree to ( his successor whom the Soviet appoints, claiming the appointment isnull and void because it has not been • endorsed by the Manchukuo seetion of the management. The usurpers are ' espe'cially interested in the finance department which Soviet employees locked as a precaution but which was opened by loeksmiths instrueted by ' the Manchurians.
