Mr. Burgess said that an inquiry whicli was corifihed to the counties and to bodies within their counties, thei-eby excluded hospital districts, municipalities, harbour hpard districts aiid power board districts. A thorotigh overhaul of river and road boards and independent town boards tvas also necessary. The inquiry, on the lines set out, could make iittle diff erence to the • efficiency of the system as a whole.
