London, Sept. 20. The Daily Herald states that Leopold Harris, who is serVing a sentence for fire-raising, agrees to give evidence against numerous police officers, assessors, business men, and others connected with fire-rais'ing, if his sentence is rednced by five years. The Home Offiee hesitates to enter into a definite bargain. A cable re^eived on September 13 stated that Scotland Yard officials had interviewed Harxds, recently imprisoned in connectioxi with the inr sux-ance frauds, who revealed an amazing fire-raising organisation such as the underwriters who were responsible for the proseeutions never suspected. The statement followed remarkable revelations of bribery and cofruption published in the newspapers. The companies are discussing the possibility of taking further action.
