A PRELUDE

TO FASCIST REGIME (Rec. 11 p.m.) Vienna, Sept. 12. It is generally expected that Dr. Dollfuss' declaration is a prelude to a dictatorial regime based upon the Italian Fascist system. It is understood that if the Austrian Parliament meets again, the delegates will be drawn from a list of candidates prepared by the Government and embracing employers and employees, the professional classes and scientific and other institutions. Dr. Dollfuss' speech, however, rather disappointed the extremists as he never once used the word "Fascism" which Prince Starhemberg has been endeavouring to put into his mouth in recent weeks. Instead, Dr. Dollfuss adroitly announced the "death of Parliament." The prohable reason for avoiding the announcement of a full-blooded Fascist dictatorship is that France has intimated that she cannot support a Fascist Austria.
