(Rec. 9.5 p.m.) Tokio, Sept. 12. Mr. K. Takahashi, Minister of Finance, in a statement to the press, said that the requirements of national defence must have priority in the fortheoming budget thereby postponing plans for financial l'e-adjustment. This is clearly the result of the recent interview between Mr. Takahashi and General Araki, Minister f or War. The extraordinary expenditure upon the army and the navy is estimated at 800,000,000 yen and an enormous budget deficit is inevitable. London, Sept. 11. The Daily Express says that following President Roosevelt's £47,000,000 naval ap^ropriation and Japan's demand for 10/10/7 ratio is the second act of the United States and Japan in the struggle for pacific supremacy. America's intention to build 37 warships has stimulated Japan to spend £67,000,000 on warships. The , Express emphasises that Britain remains 300,000 tons below the London treaty allowance, whereas the United States and Japan intend reaching the limit.
