(Rec. 5.5 p.m.) H.avaita, August 16. Dr. Jose de la Yegas to-day hled charges against eX-President Machado. The charges allege that the President was responsible for the formulation of plans for the commission of various erimes and that these various plans were drawn up in the presidential palace. Arraigned with Machado are his forrner Secretary of the Treasury, Secretary of State, Secretary of the Interior, Chief of Police and Chief of the Central District.
