Rpndop,.;i^UgU?t 3, The Times Riga coiTespondent says that the arrest of numerous responsible officials, including 18 directors in harvest machinery factories has been ordered by the Soviet in conueetion with a plan to stimulate harvesting by the prosecution of "grain barbers", and other wreckers. The prisoners gre apquged o{f \vrecking harvesting plans by the delivery of incomplete machinery lacking vital parts* and resulting in 1000 harvesting machines being left idle on farms. Local mechanics are inereasing the disorder by stealing magnetos and carburettors from com~ plete machines while they are en route to the farms. The thefts continued even when the parts were sent separately from the factories. The authorities have proclaimed the theft of magnetos a capital crime and have ordered a lightning census of complete and incomplete machines. Parts are being distributed by aeroplane.
