Calcutta, July 17. i In a reply to Mr. Gandhi-, the Vice- ' royj Lord Willingdon, said: "I would gladly have seeri you, but it would seem you are still opposed to withdrawiiag the civil disobedience | movement, except on conditions to be j negotiated with the Government. "I har'dly need remind you that as j civil disobedience is wholly unconsti- t tutional, the Government cannot enter into any negotiations for its withdrawal, but if Congress desires to re- j suine its position as a constitutional ; party the way is open, as it has al- * ways been." Mr. Gandhi is not' satisfied with the • Viceroy's definite refusal to see him, and has seiit a rejoinder explessihg surprise at the tone of Lord Willingdon's telegram, which he declares is • based oii unauthorised r" eports of what happened at th'c conference of Coiigress leaders. Mr. Gandhi declares that a personal interview would clear up the misunder'staiiding, but it is anti'cipated the Vi'ceroy will repeat his refusal to graht an interview.
