AT A STANDSTILL

i DELEGATES REMAIN ABSENT^ London, July L. I Mr. Ramsay MacDonald convened t meeting of the bureau to-day to cor sider the future eourse of the cor

ference. Business poper is practically at a standstill. Yesterday the French delegates did not appear at the meeting of one of the. monetary sub-com-mittees which accordingly adjourned Two other sub-committees did not proceed when the Italian delegates declined to proceed further until they had received definite instructions from Rome. This incident is symptomatic of the general atmosphere. Nevertheless the British delegation takes the view that there is still plenty of work on which decisions can be made by the.end of the month when the conference will possibly adjourn leaving the bureau and the council still in being.
