This is believed to confirm the rumour of a hitch, especially over Article 3 relating to the stages whereby the recognition of German equality will be reached. It is believed that Signor Mussolini is dissatisfied with' France's reluctant reply. In the meantime, official circles continue to be optimistic, hut the public are of the op-inion that the Pact, if signed, will be only a damp squib.
