APPEAL FOR RELIEF FROM FOREIGN SUBSIDIES. London, May 25. The National Maritime Board, representing the owners and seamen of thd mercantile marine, has sent a resolution to Mr. W. Runciman, president of the Board of Trade, in connection with the World Economic Conference, pointing out that onethird of Britain's seamen are unemployed, and urging the Government to do its utmost to remove the disabilties to British shipping resulting from foreign subsides and flag discriminations
