RRESERVINQ - PEACE BRITAIN SUBMITS NEW PROPOSALS AT GENEVA. THE POWERS PLEASED
(Received May -2.5). • Rugby, May 24. "A new draft of the f ormula for a consultative pact for the preservation of peace was presented to the gpneral disarmament commission by Sir • John Simon. It represents a modification of the security section of the British draft convention. The most importa'nt articles propose in the event of a breach or threat of a breach of the Pact of Paris, the League Council or Assembly pr one of the parties to the convention not | members of the League may propose I an immediate consultation, betweep the council or assembly, and any one of these parties. In the event of a threatened breach it will be the objeet of the conspltation to exchange views for the purpose of preserving peace. In the event of a breach the objeet will be to use good offices for the restoration of peace. If it proves impossible thus to restore peace the object will then be to determine which party to the dispute will be held responsible. Sir John Simon explained that the articles were more strongly worded than the original because the United States has now consented to associate itself with European affairs. American Policy.
