OP BRITAIN'S OBLIGATIONS Rec. May 25, 8.15 p.m. London, May 25. The Daily Telegraph's Geneva correspondent says that Sir John Simon's draft greatly extended the scope of the security proposals without increasing the obligations of Great Britain in a military sense, and consequently cannot he described as a reiteration of the Geneva protocol of nine years ago. That protocol definitely committed Great Britain to decisive action as regards international force, but Sir John Simon's text does not.
