The papers state that three Japanese divisions are now cor,\centrated in North Manchuria while large bodies of Russian troops are mciving aeross Siberia to the maritime prdvinces. Reliable foreign advices confirm a report that Japanese troops are withdrawing from Jehol to Harbin. Harbin despatches state that the Russian authorities have ordored their nationals to hold themselves in readiness for any eventualities. Chinese newspapers interpret tjaese developments as indicating that a|second Russo-Japanese conflict is ineyitable.
