The Sunday Express says that a plan is being prepared by the Government Whereunder in the case of war, the whole population can instantly be mobilised for service or national work. Every enemy alien will be interned and a rigid food rationing system will be introdueed. Persons unwilling to fight or to do national work will be refused ration cards. The Sunday Express Paris correspondent says "France is in a precarious position, the people evading taxes and they have lost confidence in their banks, while the British banks are being thronged by French depositors. "French farmers do not bank money, and it is estimated that £100.000,000 is lying useless in orchards and vineyards, and more millions are ' deposited in household safes. Yet ' France is obliged to borrow £30,000,000. "English exporters wish France off tho gold standard, but the Government is unwilling to part with the last shilling for prestige."
