Mr. Rajmsay MacDonald and Mr. Franklin Roosevelt to-day diseussed .thoroughly the problems of Greal' Britain's • war debts to the United Htates, and then announped that a "basis of -clearer understanding of the situation'Hr hadv s'fceen reached. 'A- joint statement by the heads of the- tjwo -Gqvernments said that the debt conversations would continue in London and Washington after Mr, MacDonald's departure, and emphasised that the day's discussions could b-e regarded' as "only preliminary explorations." Meanwhile Mr. Roosevelt is prepared fqr continuance of talks with M. Herriot, with a growing possibility that the roads tQ disarmament may be smoothed by an anti-war con-sultat-ive paet, whieh the United States would join. Summarising their study of the debt problems, Mr. MacDonald and Mr. Roosevelt said: "Both have faced realities and obligations, and both believe as a result there will be laid a basis for clearer understanding of the situation affecting the two nations. "It would be wholly misleading to intimate that any plan or settlement is under way. It is simple truth that thus far only preliminary explorations of the debt routes have been commenced. "The point to be emphasised is that in most friendly conversations progress is being made. After the Prime Minister's departure these conversations will continue in London and Washington."
