FACING FAILURE
french depressed S.S. Ile De France, April 23. The members of M. Heniiot's party fear that they face failure in the Washington conversations as the result of th'e UnitOd States' gold action. The dele'gation resent the sudden action as throwing France into monetary iisolation and they doubt whether they can make any satisfactory trade arrangements with the United States now. Completely new instructions from Paris are to be transmitted by telephone to the delegation. M. Herriot obviously was cast into gloom, but was more cheerful to-day with the prospect at least that a little tiime remained to work out a new programme.
